Telangana's stress is concentrated in pharma-supplier MSMEs and mid-cap real estate — Hyderabad's Financial District has seen large SARFAESI possession actions post-2022. In the MSME book, the trigger is rarely business failure — it is receivable delay. Buyers stretch beyond the 45-day statutory limit under the MSMED Act, the CC account stays over-drawn, drawing power is cut on a stale stock statement and the account touches SMA-2 inside 60 days. Stressed clusters in the state: Pharma MSMEs (Jeedimetla, Bollaram); Hyderabad real estate; Rice mills (Nizamabad, Karimnagar); IT-services SMEs.

MSME settlement bands with lenders active in Telangana

MSME settlement outcomes in Telangana typically settle at 45–65% of the outstanding principal for viable secured exposures, with lower recovery bands for older, doubtful accounts. The exact discount depends on collateral coverage, SBI/Union Bank recovery policy and the age of the NPA. MSME OTS proposals below ₹25 lakh are usually sanctioned at branch level under a non-discretionary scheme; ₹25 lakh–₹5 Cr goes to the circle SARB at Hyderabad; above that the Zonal Committee reviews. Where CGTMSE cover exists, the bank's own sacrifice is smaller and the negotiation shifts to residual promoter liability.

CGTMSE, restructuring or PIRP — choosing the route

Viable unit with intact orders → RBI MSME restructuring (aggregate exposure up to ₹25 Cr, no viability committee). Viable corporate MSME with heavy debt → PIRP under Section 54A IBC, which needs 66% financial-creditor consent on a base resolution plan and closes in 120 days while the promoter stays in control. Broken viability → OTS with a clean down-payment plus tail structure. Buyer-default cause → MSME Samadhaan before the Facilitation Council in parallel, since the recovered interest funds the settlement.

Enforcement risk while an MSME proposal is pending in Telangana

A pending OTS does not stay SARFAESI. Post-bifurcation, Telangana Registration department requires additional NOCs for auction property in HMDA zones — factor 15–30 extra days into buyer diligence. Where a 13(2) notice has been issued, we file the 13(3A) reply inside the 15-day window and, if 13(4) possession follows, a Section 17 SA at DRT Hyderabad (I, II), with a writ before the Telangana High Court reserved for jurisdictional defects. Keeping the enforcement clock and the settlement clock aligned is the core of MSME work.

A complete file is what moves a proposal from the branch to the sanctioning committee without a second round of queries.

  • Udyam Registration certificate and the latest MSME classification
  • Sanction letters and supplemental agreements for every facility
  • Statement of account showing the exact date of NPA classification
  • Latest audited financials and two years of GST returns
  • Stock and book-debt statements filed with the lender
  • Copies of the 13(2) demand notice and any 13(4) possession notice
  • Valuation report of the secured property, with the title chain
  • CGTMSE cover details, if the facility was guarantee-backed
  • Buyer-wise ageing of receivables outstanding beyond 45 days
